Sr. Manager, US Government Finance

Overview:
Position will report to the Chief Financial Officer on Company's US Government funded project and compliance efforts.
• Responsible for Business and Finance management of contracts under Federal Acquisition Regulations (FAR) and reporting, analysis and recommendations to program and organizational management to insure all contracts are conducted with the FAR standards.
• Maintain and improve existing compliance efforts and Lead CAS implementation and compliance efforts as required within Finance, cross-functionally and with respect to Finance responsibilities.
• Primary Finance liaison to Defense Contract Management Agency (DCMA) and Defense Contract Audit Agency (DCAA). Establish and maintain professional relations with these government audit agencies.
• Review all outgoing government bids. Insure all cost proposals submitted represents current, complete and accurate data. Support fact finding and negotiations of proposals submitted.
• Participate in program management reviews. Report status of programs cost and schedule performance against goals. Identify trends, provide checks and balances and recommend preventive measures and corrective actions. Participate in broad Finance department initiatives in process improvement, including ERP development. Develop Earned Value Management process, as required, to report contract costs and schedule performance. Ensure timely, complete, and accurate billing WAWF and paper billings.
• Lead preparation of the annual incurred cost proposal and multiyear forward pricing (Labor Rates and Indirect Factors) as well as identification of potential areas of improvement within US Government Finance. Partner with Operations and other groups to execute improvements.
• Supervise, perform other areas within Finance, time permitting

Requirements
Requirements include significant experience in leadership roles involving US Government Finance with strong working knowledge of Federal Acquisition Regulations (FAR), Department of Defense Federal Acquisition Regulations Supplement (DFARS) and Generally Accepted Accounting Principles (GAAP). Strong written and oral communication skills and the ability to work with all levels within the management organization. A BS in Accounting is required (MBA preferred). Must be able to obtain a Security Clearance. Systems and IT-ERP development and support experience needed. Defense Industry and/or Electronics Semiconductor industry experience a plus.
